Role Purpose

职位目标

The purpose of this role is to support the development of ECD program strategy and technical modules, and provide technical and managerial support to the implementation of ECD programs in China. It will include developing ECD project initiatives, conduct capacity building for staff and partners and partnership maintenance with stakeholders.

本职位的目的在于支持儿童早期发展项目战略和技术模块的开发，并为儿童早期发展项目在中国的实施提供技术和管理支持。工作职责包括开发儿童早期发展项目活动，为员工和合作伙伴进行能力建设，并与利益相关者维持合作伙伴关系。

oKeep ECD program, especially early childhood nutrition and early stimulation components, in line with national and international development trend and best practices as well as meeting local needs.  

确保儿童早期发展（ECD）项目，特别是儿童早期营养和早期刺激部分，符合国家和国际发展趋势和最佳实践，同时满足当地需求。

oIdentify capacity gaps among project stakeholders including PUs

识别包括县办的项目利益相关者的能力差距。

oPlan and undertake capacity building initiatives

计划和实施能力建设活动。

oAreas of work under this responsibility will include

-Develop child nutrition and early stimulation strategy, training modules, guidelines and IEC materials by working with ECD team and external consultants;

-Support emergency response initiatives of Plan International China with focus on EiE and join the Emergency Response Team if appropriate;

-Ensure gender is incorporated in all early childhood nutrition and stimulation projects;

确保将性别问题纳入所有儿童早期营养和刺激项目中；

-Support nutrition and early stimulation program implementation in line with Plan International's program management requirements, financial requirements and donor requirements;

为营养和早期刺激项目的实施提供支持，使其符合国际计划的项目管理要求，财务要求和资助人要求；

-Meet the training needs on nutrition and early stimulation for all PUs and stakeholders

满足所有县办和利益相关者就营养和早期刺激方面的培训需求；

-Provide technical support to PUs on the planning, formulation, implementation and M&E of child nutrition projects and relevant capacity building initiatives led by PU

为县办就计划、制定、实施和监测儿童营养项目和由县办主导的相关能力建设活动提供技术支持；

-Participate into ECD working groups and provide technical contribution to these groups led by IH core technical teams and other Plan International offices;

•Monitoring, Evaluation and Communication

oSupport to set clear monitoring processes and indicators of child nutrition, development, and behaviour change of target groups for the tracking of progress and its communication to all key stakeholders

oEnsure effective M&E of nutrition and early stimulation projects and inputs to various reporting processes

-Ensure project progress tracking processes take place and accurate project delivery information is readily available

-Promote Nurturing Care program across Plan China

-Strengthen linkage with external institutions for sharing of information and experiences and possible exchange of expertise

-Represent Plan China in various child nutrition, early stimulation, and parenting platforms and networks and advocate Plan’s Nurturing Care program

•Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevant to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

•Bachelor’s degree or higher degree with major in early childhood development or public health preferred;

•At least five years’ experience in child nutrition, early childhood development, or behaviour change communication program design, training and management.

•Typical office environment.

•Frequent travel to project provinces, poverty-stricken local communities and other Plan International China offices will be required and will account for approximately 40% of the time.
